The local office closed in October 2009 and last of staff was laid-off.  Volunteers are endeavoring to carry on MADD projects in student &amp;amp; public education, address underage drinking, and assist victims.  Papa's Pizza has been providing fundraising opportunities for organizations for nearly 40 years and has given two dates this December for a MADD fundraiser and a location to get Tie One On for Safety red ribbons. The goal is to continue to provide the life saving message regarding sober driving education and support victims of drunk driving. Fifty percent of food sales go toward the local MADD efforts. ($2,000 minimum for those who blow a 0.15 or above). One-year license revocation. The Eugene MADD office was the last to be shuttered in the Pacific Northwest region.  “We are not ready to give up, nor go away, but are going back to grass-roots all volunteer effort,” stated Barbara Stoeffler, founder of the local organization.&lt;br /&gt;&lt;br /&gt;Across the United States, the downturn in the economy has adversely affected donations from sponsors, businesses and individuals.  On a national scale, MADD has made sweeping cuts, eliminating the Portland and Seattle offices and 55 of 397 paid employees nationwide, or about 14 percent of its work force. &lt;br /&gt;&lt;br /&gt;The elimination of the local MADD office, Harvick said, should be seen as a “call to action” for the community.  Twenty-seven years ago, volunteers launched MADD of Lane County as a grass-roots organization, raising awareness via prevention education, county campaigns and projects, plus strengthening DUII laws.  Through the years, it has grown in size, finally overseeing the south half of Oregon, coast to border.&lt;br /&gt;&lt;br /&gt;Even though we are back to an all-volunteer organization, MADD Eugene is going roll up our sleeves and get to work.  Meetings will be called to set goals and strategize our future –check our website calendar for time and place.  Our priority is to serve victims, encourage DUII campaigns, and discourage underage drinking.&lt;br /&gt;&lt;br /&gt;Our Goal – to maintain MADD programs and  to open a local MADD office in 2010 and hire office staff. Under Arrest. campaign, which runs through Labor Day. To kick off the state’s participation, traffic safety partners held an alcohol impairment awareness demonstration Tuesday, August 18 at the Portland Police Bureau’s Southeast Precinct. The goal: raise awareness about the importance of driving sober so we can save lives.&lt;br /&gt;&lt;br /&gt;Driving under the influence is one of America’s deadliest crimes. In Oregon last year, 136 people lost their lives in alcohol-impaired crashes, according to ODOT’s Fatality Analysis Reporting System (FARS). Over the 2008 Labor Day weekend alone, nine people died in crashes involving alcohol or drugs. Nationwide in 2008, nearly 12,000 people died in highway crashes involving a driver or motorcycle operator with a blood alcohol concentration (BAC) of .08 or higher.&lt;br /&gt;&lt;br /&gt;Selected community volunteers consumed various amounts of alcohol and were tested by police officers to demonstrate the intoxicating effects of alcohol and how these effects relate to driving. The field sobriety tests demonstrated included the horizontal gaze nystagmus eye test, the walk and turn test, and the one-leg stand test. There was also a demonstration of the effectiveness of the ignition interlock devise, which did not allow the car to start when the impaired participants attempted to blow into the devise.&lt;br /&gt;&lt;br /&gt;According to FARS, the Labor Day holiday period is historically the second deadliest on Oregon roads of all the holiday periods throughout the year. Last year’s deadly crashes in Oregon&lt;br /&gt;occurred on roadways in nearly every corner of the state including Clackamas, Multnomah, Washington, Coos, Grant, Harney and Yamhill counties. Lane County Sheriff Russ Burger, who was also in attendance, shared with MADD that Lane County currently holds half of the statewide totals to date, of all fatal traffic crashes and of those, half are caused by impaired driving. Statewide, alcohol impaired crashes account for about 34% off all fatal traffic crashes.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;“Make no mistake. Our message is simple and to the point. No matter what you drive — a passenger car, pickup, sport utility vehicle or motorcycle — if you get caught driving while under the influence of alcohol or drugs, you will be arrested,” said Chuck Hayes, chair of the Governor’s Advisory Committee on DUII and retired director of the Oregon State Police Patrol Services Division. “Driving under the influence is just not acceptable.” Last year during the Labor Day holiday period, August 29 – September 1, Oregon State Police troopers reported 87 DUII arrests. This was an increase from the 2007 and 2006 Labor Day holiday weekends when OSP troopers arrested 78 intoxicated drivers each year. &lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;MADD Community Action Sites in Douglas and Clackamas Counties will also be supporting Labor Day Crackdown efforts in their communities over the holiday weekend. The Oregon legislative session, while it had its share of budgetary problems, did experience a good session for DUII bills. When I began this session I believed it would be a tough and challenging one, we were told by legislators not to request any bill that had a "fiscal"; it would very likely die in committee.&lt;br /&gt;&lt;br /&gt;We are lucky in Oregon to have a coalition of partners who work together on these bills, they include: Crime Victims United, Mothers Against Drunk Driving, Oregon District Attorneys Association, Oregon Anti-crime Alliance, Governors Advisory Committee on DUII, Oregon Chiefs of Police, Oregon Sheriffs Association, Parents of Murdered Children, plus many individual liaisons who came to testify or offered other assistance. There are also other good DUII bills that passed through other organizations, such as the Governor’s Task Force on Underage Drinking, and others by individual request.&lt;br /&gt;&lt;br /&gt;Over the years, I have requested many DUII bills through CVU (Crime Victims United), the organization I lobby under and am vice President. This session I requested House Bills 2870 &amp;amp; 2796 for the first time and 2427 the past two sessions before partnering with the GAC in 09; all three passed. Mothers Against Drunk Driving, Eugene Affiliate Office, Lois Harvick E.D., has supported and provided written testimony on many of these bills, for which I am most grateful. I also appreciate the wealth of information and statistics MADD makes readily available to us. I am proud to be part of MADD, CVU, POMC and the Governors Advisory Committee on DUII.&lt;br /&gt;&lt;br /&gt;I believe with the cooperation, support and assistance of our coalition members, we all are able to accomplish what we could never do individually. Signed 6/24/09&lt;br /&gt;&lt;br /&gt;HB 3051 (ODAA/Barker) Tripathi – Urine fix: Makes valid chemical analysis of persons urine admissible at trial as evidence of whether person was driving while under influence of intoxicants. Specifies that chemical analysis is valid if performed by accredited or licensed toxicology laboratory. Passed House 46-14. Passed Senate 26-0. Signed 6/17/09.&lt;br /&gt;HB 2426 (GAC/Barker) Imposes minimum fine of $2,000 for person convicted of driving while under influence of intoxicants if person had 0.15 percent or more by weight of alcohol in blood of person at time of offense. Concurred with House. 46-0, Signed 6/26/09&lt;br /&gt;&lt;br /&gt;HB 2238 (GAC/Barker) Provides that person who refuses breath or blood test is not eligible for hardship permit for at least 90 days and, depending on certain factors, for up to three years. Provides that person who fails test may qualify for hardship permit in 30 days, depending on persons driving record. Passed House 54-5. Passed Senate 27-1. Signed 6/26/09&lt;br /&gt;&lt;br /&gt;HB 3508 (2428) (Barker/CVU) Assault III bill- Increases penalty for assault in third degree if defendant commits assault by means of motor vehicle and was driving while under influence of intoxicants. Passed in HB 3508.&lt;br /&gt;HB 3508 (3271) (OAA/CVU/ODAA) Harassment BILL – Aggravated Driving while Suspended-amendment: SECTION 5. (1) A person commits the crime of aggravated driving while suspended or revoked if the person operates a motor vehicle that causes serious physical injury to, or the death of, another person while knowingly violating ORS 811.175 or 811.182, if the suspension or revocation resulted from, or if the hardship or probationary permit violated is based upon a suspension or revocation that resulted from, a conviction for a criminal offense involving the use of a motor vehicle. Class “C” felony; 7 on the Sentencing grid. Creates the new crime of Aggravated Driving While Suspended. Re-Passed House 6-25. To ward off diseases, parents have their infants immunized. To give them skills in order to protect themselves as they become more independent, the subject of “stranger danger” is discussed. Parents set curfews and emphasize safe driving habits when teens obtain a driver’s license. Conversations also take place about the dangers of illicit drug use.&lt;br /&gt;&lt;br /&gt;However, underage drinking may be the most difficult issue for parents to discuss. Teen drinking is often thought of as a rite of passage, glamorized and romanticized by the media. Battling these outside influences, however, can lead to feelings of hypocrisy if the parents drank before the age of 21. As a result, they may decide not to have a conversation with their teen and deny the problem exists because they feel discouraged and powerless especially when they hear, “But everyone’s doing it!”. The boundaries parents set to keep their adolescents safe provides their teens with a sense of security and develops a level of trust when it comes to important, life-saving issues like avoiding underage drinking.&lt;br /&gt;&lt;br /&gt;There is no simple, guaranteed solution to ensure teenagers will wait until their 21st birthday to make a decision about drinking. Addressing this issue depends on the adolescent and the situation. It is important for parents to understand why their teen may be considering starting drinking or already doing so. For example, teens report drinking because they are bored, pressured, trying to escape from challenges, or believe is a way to celebrate or blow off steam.&lt;br /&gt;&lt;br /&gt;In order to tailor the conversation to their adolescent before parents initiate the discussion, set boundaries or dole out consequences, it is important to ask themselves what their teen would hate to give up when rules weren’t followed. The realities and consequences of underage drinking must have a personal connection to things and people they care about. Is it losing their place on an athletic team or in the drama club; spending time with friends; driving the family car; forfeiting a scholarship; being injured and/or hurting someone else and having to live with that burden; spending time in jail, losing driving privileges or one’s driving license? Just as important as the consequences of underage drinking is to acknowledge adolescents when they observe the rules.&lt;br /&gt;&lt;br /&gt;Deciding whether they are going to drink alcohol is not a one time choice for teenagers. It is something they may be faced with every week, on multiple occasions so continue to have conversations with them. According to adolescents, alcohol is almost always available and there are ample opportunities to make mistakes. Their decision is ongoing.&lt;br /&gt;&lt;br /&gt;Talking about alcohol-related problems in the life of a family member, friend or acquaintance may help make the issue more real. Every family has someone they know and maybe love who has dealt with difficulties caused by alcohol. Whether the problem is alcoholism and its dramatic consequences or the devastating impact of impaired driving, talk openly about the impact of alcohol on their lives. This might provide some motivation for teens to wait until the age of 21 to make their decision about drinking.&lt;br /&gt;&lt;br /&gt;However difficult it may be, have a conversation with your adolescents instead of lecturing them. It is important to be aware of tone of voice, facial expressions and body language. While eye-rolling and sighing may be initial responses, it’s important to create a comfortable environment in which teens feel validated in expressing their thoughts and opinions.&lt;br /&gt;&lt;br /&gt;Underage drinking is a serious societal problem. Parents can help shape the behavior and attitude of their adolescents in regards to alcohol. You can help to protect teens from the dangers of underage drinking. The best way to influence them not to drink before age 21 is to have a strong, trusting relationship with them. Research shows that children, ages 10 and 11, whose parents fostered communication, were highly involved and set clear expectations were more likely to see underage drinking as harmful and were less likely to initiate early alcohol use. When these pre-teens turned 17 and 18, they were also less likely to use alcohol. You can make a difference. Deputy Mike Lamb told MADD executive director, Lois Harvick during the nights ride along that he will continue to make traffic safety a priority regardless of the cuts. He says he will continue to do his part. &lt;/span&gt;&lt;br /&gt;&lt;span style="color:#000000;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#000000;"&gt;This same attitude is apparent throughout the team, yet keeping morale high is a challenge. This was an important factor why MADD participated in the Cinco de Mayo patrols as a ride-along passenger. MADD considers law enforcement an invaluable partner in the fight against drunk driving and supports and appreciates the tough jobs that they do. &lt;/span&gt;&lt;br /&gt;&lt;span style="color:#000000;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="color:#000000;"&gt;According to Sergeant Swank, Deputy Aaron Hoberg holds the highest arrest level for DUII arrests while serving on the traffic team with the department. The MADD National Board of Directors will name Chief Operating Officer Debbie Weir as acting CEO upon Chuck’s appointment.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Upon his confirmation by the U.S. Senate, as NHTSA Administrator, Chuck will be responsible for leading all highway safety programs in the U.S., promulgating highway safety standards and helping to administer fuel economy regulations.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Chuck joined MADD as CEO in March 2005. He previously served as the Vice President of the Transportation Safety Group for the National Safety Council and as the Executive Director of the Council’s Air Bag and Seat Belt Safety Campaign.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;A longtime volunteer for MADD, Chuck has been involved in the organization since the very beginning. He attended MADD’s first national press conference in Washington, D.C. in 1980, and strongly supported and assisted in MADD’s efforts to pass the National 21 Minimum Drinking Age Act in 1984. From 1993 to 1998, Chuck served on MADD’s National Board of Directors.&lt;br /&gt;“As CEO, Chuck brought focus to MADD,” said Paul Folkemer, chairman of MADD’s Board of Directors. “Under Chuck’s leadership, MADD developed and launched its boldest initiative ever: the Campaign to Eliminate Drunk Driving. The Campaign has brought renewed focus, passion and vigor to the organization."&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Bringing 14 years of nonprofit management experience from the healthcare industry, Debbie joined MADD in 2002 as the Vice President of Victim Services. Under her leadership, MADD increased the number of victims served for three consecutive years by 20 percent. In December 2005, Debbie was promoted to Chief Operating Officer for MADD, responsible for building capacity at the field level and providing strategic leadership in the areas of communication, field relations, public policy, programs, and victim advocacy. Much of how a child grieves is determined by the influence of parents and primary caregivers. An environment that fosters open, honest communication offers bereaved children security during their waves of yearning, sadness, anger and guilt. They will undoubtedly experience the pain associated with grief and mourning, yet will be able to express their feelings and resolve any difficult issues. They will learn to cope with grief and the skills they master will remain with them throughout adulthood. Lessons in grief and healing are precious gifts you can give your children.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Children age 7 to 8 frequently become fearful of death because they realize for the first time that it is real. They are not only concerned about death as a concept, but also about the instruments of death and what happens after a person dies. They may ask questions about why the person died or seek information about who or what caused the death. However, many of the factors of early childhood still apply and children may not be ready for all the details. It is important for caregivers to provide age-appropriate responses. At this age, it is important for children to express their sadness, anger, fear and guilt.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;A more adult concept of life and death develops roughly between the ages of 9 and 11. At this age, children are aware of their own feelings and need support and comfort. They may also empathize with others, understand what the loss means to them and be a source of support. Opportunities to be helpful to others during the crisis may actually help children deal with their own feelings.&lt;br /&gt;&lt;br /&gt;Adolescents are on the threshold of independence. They are tightly bonded with peers and begin to disengage from family. Although adolescents may understand how to behave appropriately with others, their social and emotional immaturity often leads them to act otherwise, which can affect their relationships at home and at school.&lt;br /&gt;The adolescent’s school performance will likely reflect the stress and trauma that accompanies sudden and violent death. While academic expectations should not be relaxed, bereaved children may need extra tutoring, a less demanding schedule or some other assistance from the school. School officials should always be notified of a death within the family, regardless of the child’s age.&lt;br /&gt;&lt;br /&gt;Adolescents between the ages of 14 and 16 have achieved a stronger identity. They are not as self-centered, although they may still think about their own death when faced with the death of another. When met with the loss of an important relationship, adolescents’ self-centered values may cause great fear, guilt, anxiety and anger. They may feel that no one has felt the deep and powerful feelings they now feel. No one has ever loved as they do, or grieved as they grieve. Adolescents have the ability to empathize with others, so their pain is doubled. They may express their rage by a general increase in aggressive behavior. Adolescents should be told that while feelings simply exist, how one responds to these feelings could be appropriate or inappropriate. Helping teens find acceptable ways to express anger is of utmost importance.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Because adolescents form more intimate relationships with peers than with parents, it is advisable that networks or groups be made available for adolescents who have experienced the death of a loved one. While reluctant to participate in family therapy or support groups, an adolescent may respond well to a pastor, school counselor or another adolescent who “understands.” Parents and caregivers of a grieving adolescent should not be discouraged if their teen reaches out to someone other than family. It is normal behavior for this stage of development. Some kind of family intervention may be necessary, however, if the adolescent’s response is destructive to the family.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;If you have questions or would like additional support in helping your child cope with death, call a local hospice, grief center, local MADD office, your child’s guidance counselor at school or a mental health professional. Many pediatricians and hospital social work departments can refer you to appropriate programs or professionals. According to the National Highway Traffic Safety Administration (NHTSA), 78 people were killed in drunk driving crashes on St. Patrick’s Day 2007.&lt;br /&gt;&lt;br /&gt;“Don’t press your luck by not planning ahead,” said Laura Dean-Mooney, MADD national president. “Designating a sober driver should always be a part of the celebration planning process. A designated driver is your most important lucky charm.”&lt;br /&gt;&lt;br /&gt;MADD recommends that everyone designate a sober driver before celebrations begin. To prevent drunk driving in the first place, planning ahead includes ensuring guests are safe. Age birth to 6 is addressed&lt;/span&gt;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Successful grieving after the untimely death of a loved one is an extremely difficult task. We would like to tell our children that the world is fair and just, but it is not so. Adults and children alike must realize that painful things happen. It is impossible to live without hurt because no one is immune from danger.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Many things influence children’s views on death. Age, religious beliefs, cultural or ethnic values and their relationship to the deceased are important factors that affect their understanding. The reactions of the surviving parent or caregivers are of primary importance in determining how children will cope with death. Understanding how children conceptualize death within the context of their prospective age ranges may help parents and caregivers in coping with this process.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Infants can sense when something is amiss following the death of their primary caregiver. Although a death in the family may affect an infant, the absence of the mother causes a clear biological reaction. However, this can be remedied very quickly if another caregiver assumes primary responsibility for the infant’s care. Passing infants from caregiver to caregiver, however, may cause anxiety due to the fluctuation and inconsistency of care and is not recommended.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Older infants are beginning to see themselves as separate from their parents or caregivers, and this separation can be frightening. They can only experience the presence or absence of another and may grieve for a lost relationship through anger, crying, searching, lack of appetite and quiet resignation. Two-year-olds can feel grief and anxiety in their surroundings and will require frequent, large doses of tender loving care: holding, cuddling and stroking. Explanations of death are meaningless. What one does is far more important than what one says to a child this young.&lt;br /&gt;At 4 to 6 years old, children also have a great need for physical nurturing and the security of knowing who will care for them. They are learning to express themselves verbally, but are most effective in expressing themselves through play. Although significant events such as birthdays, holidays and the first day of school are major milestones to young children, they tend to have a limited concept of time and space.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;“Magical thinking” is an important characteristic of 4- to 6-year-old development. Children at this age are capable of a variety of fantasies based on something they have seen or heard, even though it was misunderstood. Viewed through their limited conception of time and death, bereaved children may expect the deceased to be alive again soon. It’s best to explain death in physical, concrete terms; for example, “His heart stopped beating and no one can make it start again. We won’t be seeing him move or talk any more.”&lt;br /&gt;For children raised in traditions that believe in an afterlife, concepts such as heaven may be difficult for them to grasp. They will see a discrepancy between burial of the body and the description of “going home” or “going to heaven.” While the young child probably cannot grasp this idea, you might address the distinction, as “the part that we loved, the part that smiled, laughed and loved us, is the part that has gone to heaven.”&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the event that the deceased is cremated, don’t used the word “burned” in explaining this process. According to Carleton Kendrick, a family therapist in private practice, children may be told that “cremation means (the body was) put in a room that was very, very hot until (it) turned to soft, powdery ashes … Be very careful to make sure that (they) understand that their (loved one) was not hurt by this process.”&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Invite children to be present at the funeral, memorial service or scattering of ashes. Although they should be encouraged to attend, children should never be forced. Likewise, they should not be required to view, kiss or touch the deceased, although it is perfectly all right if they wish to do so. His son was one of them.&lt;br /&gt;Ten years ago, Molina’s 25-year-old son Michael was hit by a drunken driver and stayed in a coma for 30 days before passing away. Since that time, the Portland father has campaigned against drinking and driving. He currently acts as a spokesman for Mothers Against Drunk Driving, based in Wilsonville.&lt;br /&gt;“I just don’t want to see another mom or dad suffer the way I have suffered,” he said. “Ten years ago, I got that phone call, the one that every parent dreads. The one thing I can remember is the extreme physical pain I felt.”&lt;br /&gt;Molina arrived at the hospital to find his son covered in cuts and bruises, with a tube sticking out of his chest, and screws in his knees.&lt;br /&gt;“This was completely and utterly preventable,” he said.&lt;br /&gt;The Oregon MADD chapter recently gathered outside Les Schwab on a foggy Saturday morning to announce its biggest public awareness campaign, “Tie One On for Safety.” MADD urges visitors to tie their pink ribbon on a vehicle, reminding others not to drink and drive. Last year, they passed out 6 million ribbons.&lt;br /&gt;“Too many people have celebrated without their loved ones because of drunk driving,” said volunteer Pauline Newman.&lt;br /&gt;Jill, of Donald, took ribbons by the handful. She’s a volunteer for MADD who wants to hand out the ribbons at work.&lt;br /&gt;“It’s important not to drink and drive,” she said. “It’s a safety issue for all of us.”&lt;br /&gt;During her lifetime, Jill has had two close friends affected by drunken driving. One friend suffered a traumatic brain injury after being hit in a drunken driving accident. Another friend was killed, and two weeks later his wife killed herself.&lt;br /&gt;“It still has an effect on me,” she said. “There are a lot of people with immediate family who have been affected, and they don’t recover.”&lt;br /&gt;Joan Miller, who spoke during the Nov. 22 ceremony, told the audience she had been involved in a three-car crash caused by a noncommissioned officer in Utah who had been overserved yet allowed to leave his military base. Her husband John suffered a punctured lung and two broken legs. Joan’s skulls was crushed into 24 pieces and doctors believed she would remain in a persistent vegetative state even if she survived.&lt;br /&gt;“She’s always had the energy, but she needed a passion,” said husband John.&lt;br /&gt;The Millers started a brain injury support group called BIRRDsong. They also filed a case against the federal government, but lost in the Utah Supreme Court. They wanted the military to take responsibility for how much alcohol it served. The Millers are still paying for medical costs incurred from the accident, and Joan said her own mother had to pay to have Joan transferred from Utah to Oregon.&lt;br /&gt;“Now we can make a change,” said Joan. “In Utah, they are still sending out loaded missiles. We are contacting everybody, and attempting to create a situation where the federal government is held accountable for its actions.”&lt;br /&gt;Clackamas County Sheriff’s Lt. Nick Watt, chief of the Wilsonville police department, said the sheriff’s office has “a zero tolerance for drunk driving.”&lt;br /&gt;Nationally, more than 1,000 people are killed between Thanksgiving and New Year’s in alcohol-related crashes. From October 30, 2007 to November 1, 2007, 66 people were killed by a drunk driver with .08 or higher Blood Alcohol Content (BAC), according to data from the National Highway and Traffic Safety Administration (NHTSA).&lt;br /&gt;&lt;br /&gt;“We support enforcement efforts 100 percent in helping protect our children and our roadways this Halloween,” said Laura Dean-Mooney, national president of MADD. “We want everyone to have fun but drunk driving or providing alcohol to those under 21 can quickly turn a fun time into a very scary situation.”&lt;br /&gt;&lt;br /&gt;MADD recommends that everyone designate a sober driver before celebrations begin. Effort&lt;br /&gt;in Full Force This Labor Day, Cracking Down on Drunk Driving&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Eugene, OR (August 28, 2008)– Mothers Against Drunk Driving (MADD) Eugene Affiliate Office and Oregon law enforcement agencies announced today they will kick off a major drunk driving crackdown on Friday, August 29, as part of the National Highway Traffic Safety Administration (NHTSA)’s national crackdown: Drunk Driving. Over the Limit. Under Arrest.&lt;br /&gt;&lt;br /&gt;In Oregon 455 people have died in traffic crashes in 2007. Of those fatalities, 150 people have been killed in alcohol impaired crashes in which the driver or motorcyclist had a blood alcohol concentration (BAC) of .08 or higher. Motorcyclists account for 16 of the 150 alcohol impaired crash fatalities. Debra Weaver, who lost her nephew Shawn Cummings the eve of Memorial Day weekend, May 27, 2006 when a drunk driver hit and killed him and his girlfriend Tamera Lewallen and their four year old daughter Jillian on Highway I-105, as they traveled to get ice cream, hopes that her story will serve as a reminder of what a terrible and life-altering decision drunk driving is. “We miss them so much; our hearts are aching and our lives are spinning. No one should ever have to go through this.”&lt;br /&gt;&lt;br /&gt;Officer Evan Sether, Springfield Police Department’s designated DUII officer, was one of the first officers on scene for the fatal crash involving Debra Weaver's family, “It had such a profound impact on me that it became my primary motivation towards stopping impaired drivers.” Officer Sether will continue his aggressive DUII enforcement working every night over the Labor Day weekend.&lt;br /&gt;&lt;br /&gt;Oregon State Police plans to team up with the Lane County Sheriffs office in their saturation patrol efforts over the Labor Day weekend and are planning on using the department airplane over the parts of Saturday during the commute to and from the U of O game. “High visibility enforcement is a proven way to deter drunk drivers” said Lt. Mike Bloom from the Oregon State Police. “We will be out in force this Labor Day weekend using all of the tools and resources available to remind drivers: If you drive drunk, you will be arrested and subjected to the consequences. No exceptions. No excuses.”&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;For those stopped for drunk driving, the consequences faced do not end with the arrest. A few highlights include the MADD Team Eugene participating in a virtual walk for the MADD Pacific NW Region's &lt;em&gt;Walk Like MADD, &lt;/em&gt;Saturday, June 28th. We had a total of sixteen walkers join us in a short walk around the MADD Memorial Garden and Alton Baker Parker pathways. In total as a team we raised $1,500. This year’s fundraising efforts also included support for the Brian Reams Foundation. Brian was an Alpha Theta Pi fraternity brother who was killed by a drunk driver in March of 2007.&lt;br /&gt;Every year the philanthropic event is put on by Beta Theta Pi to benefit MADD. In total the group raised over $20,000 for MADD this year. T-shirt sales gleaned another $3,000 for the Brian Reams Foundation that will go to build a recreational basketball court and a tribute to Brian outside the Beta Theta Phi fraternity house.&lt;br /&gt;&lt;br /&gt;It was a record breaking year and organizer Devin Lindquist did a remarkable job and his heart was obviously connected to the cause. This year, all nine sororities elected one representative from their house to compete in the pageant-like competition. The contestants were: Manisha Marberry from Alpha Chi Omega, Simone Walter from Alpha Phi, Whitney Boyer from Chi Omega, Margaret Maletis from Delta Gamma, Claire Stanton of Kappa Kappa Gamma, Kalina Kukslinka from Kappa Delta, Kari Burgess from Gamma Phi Beta, Ashley Moore from Pi Beta Phi and Kaitlin Robinson from Sigma Mu Omega.&lt;br /&gt;&lt;br /&gt;Fundraising efforts by the contestants began in late January and the record breaking goal this year astounded the MADD representatives that participated as pageant judges. Each of the nine women was required to begin the competition with a display of one of her talents. The evening also included a presentation by MADD and victim/survivor of drunk driving, Joanna Zimmerman. Ms. Greek 2008 went to Claire Stanton from Kappa Kappa Gamma. An ignition interlock device is a breath test device designed to prevent people who have alcohol in their system from driving a car. The device is linked to a motor car’s ignition system, and it is located inside the vehicle, near the driver’s seat. Before a driver may start his or her vehicle, the driver must blow into the device. The vehicle will not start unless the driver’s blood alcohol concentration (B.A.C.) is below a pre-set level.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The demonstration was designed to show how an ignition interlock device functions. Lewis first asked a consenting volunteer adult to consume a few alcoholic drinks of alcohol over an extended period of time. Lewis then led the volunteer and all observers down to the parking lot with a motor vehicle equipped with an ignition interlock device.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;The demonstration began as a Smart Start employee showed observers that the vehicle would not start without first initiating the ignition interlock device. Without first breathing into the device, the employee attempted to start the vehicle by turning the key; the engine did not make a noise, and the car did not start.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Next, the employee demonstrated how the ignition interlock functions when someone who has not consumed alcohol attempts to start the vehicle. The employee initiated the ignition interlock device and he blew into the device for four seconds. Once the device beeped to notify the employee an adequate sample had been collected, the device began analyzing the sample. A few seconds later, the device signaled that the employee had passed the test; the employee turned the key, and the car started.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Later, the intoxicated volunteer was led to the vehicle and instructed to attempt to start the car. The volunteer initiated the test and blew into the device. After the device analyzed the sample, it signaled the intoxicated volunteer had failed the test. The volunteer turned the key; the engine did not make a noise, and the car did not start. A few minutes later, the volunteer’s B.A.C. was measured at 0.086 percent. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Recent improvements in technology have increased the accuracy of ignition interlock devices. Lewis said that Smart Start’s newest device uses “fuel cell technology,” which is a highly accurate method of testing a person’s B.A.C., because it only measures alcohol.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Technology has also improved to prevent potential offenders from circumventing the ignition interlock system. For example, some offenders figured out that some ignition interlock devices can be fooled by blowing compressed air rather than breathing into the device. Smart Start now uses ignition interlock devices that require the driver to “hum” into the device after giving the breath-test sample. In this manner, the device will not let the driver pass the test unless it senses the hum of a human being’s vocal cords.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Additionally, to prevent a driver from having a friend blow into the device to start the car, some ignition interlock devices ask the driver to intermittently retest by safely pulling over to the side of the road and blowing into the device. If a driver is unable to pull over and retest within six minutes, the device does not shut off the car. Instead, the device will record that the driver did not take the retest, and this instance will go on a report that Smart Start maintains. This report can later be sent to a court or to a drug treatment facility.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Increasing the use of ignition interlock devices is a central focus of MADD’s Campaign to Eliminate Drunk Driving. Ignition interlock devices are up to 90 percent effective for both first-time and repeat offenders. However, it is estimated that only one convicted drunk driver in eight gets the device each year—and most of those are repeat offenders. Currently, only six states—New Mexico, Louisiana, Arizona, Illinois, Washington, and Nebraska—have laws that mandate ignition interlock devices for all DUI offenders.&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Research shows that ignition interlock devices are one of the most effective ways to prevent convicted drunk drivers from continuing to drive drunk. Sixty-five percent of the general public supports ignition interlocks for first time offenders. This leaves an important question to be asked: if the public favors ignition interlock devices, and if they reduce instances of drunk driving, why aren’t ignition interlock devices required for first time offenders in all states?&lt;br /&gt;You can support ignition interlock devices for all convicted DUI offenders. Major political figures of Gresham, such as the Mayor and Chief of Police, the press and other award presenters were part of the program. Additionally, Mothers Against Drunk Drivers honored the top six Gresham PD officers who tallied the most DUII arrests for the year 2007 - Officer Tim Snider, Officer Jeff Durbin, Officer Bob Harley, Officer Ted Van Beek, Officer David Snider and Officer Lindsay Friderich. These awards were presented to the officers by the Portland Affiliate's Executive Director, Joseph Ehrheart; along with MADD volunteers Steve and Janie Lydon. Section 43 establishes the right to be reasonably protected from the accused throughout the adult criminal and juvenile delinquency process and the right to have decisions by the court about the pretrial release of the accused based upon the principles of reasonable protection of the victim and the public, and the likelihood that the accused will appear for trial. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;br /&gt;Currently, victims cannot enforce effectively any of the rights established in section 43 because section 43 provides that assertion of a victim's rights cannot invalidate a court ruling or suspend a case and because district attorneys are the only parties to a case that have authority to assert the victim's section 43 rights. Thus, victims cannot appear in court to assert their section 43 rights and cannot appeal from or otherwise challenge a ruling of a court denying any of their section 43 rights. The constitution prevents the legislature from providing victims such procedural rights by statute. HJR 50 amends section 43 of Oregon's Bill of Rights. Under the measure, victims could individually seek remedies for violations of section 43 "by due course of law." Victims of crime could challenge a ruling of a court denying the victim a right secured for the victim by section 43. To effectuate their rights under section 43, the measure allows victims to seek a delay in an adult criminal or juvenile delinquency case. Victims could pursue remedies in the criminal or juvenile delinquency case if one is pending, or, if no such case is pending, could initiate a case of their own. If the victim and the district attorney agreed, the district attorney could enforce the victim's section 43 rights. This is why MADD is extremely disappointed by the decision of the manufacturers of the game &lt;strong&gt;Grand Theft Auto IV &lt;/strong&gt;&lt;/span&gt;&lt;a href="http://www.gta4.net/news/index.php"&gt;&lt;span style="font-family:arial;"&gt;http://www.gta4.net/news/index.php&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:arial;"&gt; to include a game module where players have to drive drunk. &lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;&lt;span style="font-family:arial;"&gt;Drunk driving is not a game and it is not a joke. Drunk driving is a choice, a violent crime and it is also 100 percent preventable. The theme this year is: Justice For Victims, Justice For All&lt;br /&gt;&lt;br /&gt;Attorney General Hardy Myers has been a champion for victims and victims' rights during his time as Attorney General. In light of his retirement this year, Crime Victims' Assistance is honoring him at the Commemoration for his service to victims of crime. This is a chance to give the Attorney General state wide recognition for his work on behalf of victims.  Crime Victims' Assistance has been compiling a memory book with entries from around the state to present to him at the Commemoration. If you would like to add your thoughts to a page, you will have the chance to do so at the Commemoration. If the VOCA Fund is rescinded, there will be no money available in 2008 for state victim assistance and crime victim compensation funds.  Ultimately, the ones who will pay the highest price are the victims themselves.&lt;br /&gt;The Fund was created under the Victims of Crime Act (VOCA) in 1984 with the support of President Ronald Reagan in order to pay for victim services and compensations. Since then, Congress has repeatedly pledged that the offender-generated monies deposited into the Fund would be dedicated to helping crime victims and supporting various victim services.  It is disheartening to see the current Administration disregard the original and on-going intent of the Fund.&lt;br /&gt;Drunk driving is still the most frequently committed crime in America.  The devastating and violent consequences of these tragedies are reflected in the thousands&lt;br /&gt;of victim/survivor families that MADD serves each year.  Last year alone, MADD served more than 31,000 victims/survivors of drunk driving in part due to the VOCA funding that the organization received. &lt;br /&gt;As one of the leading crime victim assistance organizations in the nation, MADD received VOCA grants in 30 states totaling more than $4.2 million in FY 2005. This funding helps us employ more than 100 victim advocates, provide on-going training for more than 1,000 certified volunteer victim advocates, support MADD offices and provide supportive materials to victims of drunk driving. &lt;br /&gt;Research shows that three out of every 10 Americans will be involved in an alcohol-related crash in their lifetime. Every year, more than 17,000 people are killed and half a million others are injured in alcohol-related traffic crashes.&lt;br /&gt;MADD has served bereaved and injured drunk driving victims/survivors since the organization started in 1980.  More than 1,200 trained victim advocates across the country are available the moment a family is tragically touched by drunk driving and for as long as needed.  Victim advocates help victims find support groups, apply for federal crime victim compensation funds, write victim impact statements and even attend DUI criminal and civil court proceedings with victim families or in place of them.
